The Hanover County Board of Supervisors has proposed construction of a wastewater treatment plant and dumping its discharge into the Pamunkey River. The original discharge would be five million gallons per day and an ultimate capacity of thirty million gallons per day.
1. In 1999 the U.S. EPA officially designated the Pamunkey River asWhat is dissolved oxygen and why the concern? When nutrients (regular fertilizer or discharge from wastewater treatment plant) are added to water it increases the growth of algae. Algae are eaten by microscopic organisms. When the microscopic organisms cannot keep up with the alga growth they die and settle to the bottom. As the alga decay they use up oxygen in the water thus depleting the dissolved oxygen. Fish need oxygen to live. Thus adding more nutrients to the already impaired river will affect all living things including the Pamunkey Indian Tribe American Shad Fish Hatchery.
"impaired," owing to its persistent failure to meet minimum levels of
dissolved oxygen.2. The Virginia State Water Control Board acknowledged that the project
will contribute to the dissolved oxygen problem in the Pamunkey, but no
limit was set by the State Water Control Board on the volume of the
proposed discharge.3. In 2001 the U.S. Geological Survey released a report that determined
the Pamunkey River leads all tributaries of the Chesapeake Bay as having
shown the greatest increase in point source pollution from discharges (a
457% increase).4. An American Shad Fish Hatchery operated by the Pamunkey Indian Tribe
(approximately 10 miles downriver from the proposed discharge site)
could be threatened. The hatchery is the oldest of its kind in the
nation.
Letters can be written showing your
concern for the environment of the Pamunkey River and the Chesapeake Bay
requesting that the Army Corps of Engineers take the following measures
